Please elaborate on unfolded bar numbering. Would that mean that each
bar within a repeated section would have more than one measure number
assigned to it (one per volta)? I'd use that feature, but where you
would fit the bar numbers? Maybe one above the staff, one below, and
then what?

I propose this syntax:
\set voltaBarNumbering = #'reset
with the following 3 options:
'reset (proposed default)
count bars so that each alternative within
a group starts with the same measure number.
'unfold
count bars as if "volta" were "unfold"
'ignore (current behavior)
count bars as if there were no repeat signs
