As far as I can see, it is set to true in ly/paper-defaults.ly, both in
version 2.8 and
2.10. Still, the setting doesn't seem to have any effect. What's going
on here?

I second the suggestion that print-page-number should be #t by
default; this is causing a lot of confusion to some people. Could
this be done before 2.10?
