getting the bug tracker up turns out to depend on a lot of detail-work,
which keeps it lagging forever, and therefore, as an experiment, I just
created a Google Code Project
http://code.google.com/p/lilypond
to try Google's issue tracking. I've added Joe, Erik and Graham as
project members. Let's try to see if this Works For Us.
