When using Windows, the 1252 encoding still is the default encoding even when using jedit. No one has explained how to use jedit to convert a file to utf-8.

Go to Utilities\Buffer Options and choose UTF-8 for Character encoding. To created files in UTF-8 encoding, go to Utilities\General Options\General and change the 'Default character encoding'.
