If you don't want to edit the file, you could just set the environment variable with the same name. I think we used to have such a setting in lilypond-profile in some old versions of Lily.
I have not experienced any scores where I had to increase the TeX memory to be able to compile. However, since this problem has been reported by several others, we should definitely judge it as a serious problem. I would expect it to cause more traffic on the mailing list, than the problems with hyphens and point and click that were the reason to switch back to TeX.
