I don't insist on a ChangeLog if you think that you can manage it
wihout such a file.  From experience I know that ChangeLog files can
be very helpful.

Sometimes a guy refers to an old bug which has been closed meanwhile.
It would be nice if the corresponding bug file is still available, so
I think that in general bug files shouldn't be removed from the CVS (I
know the files are still in the Attic, but it is non-trivial to access
them).  Instead, someone should add entries `bug closed in release X'
to the file.  After a release, closed bugs could be moved into
subdirectories.
