The AGPL is already considered OSI approved Open Source (http://opensource.org/licenses/alphabetical) It is also FSF "Free Software" (https://www.gnu.org/licenses/license-list.html) It is *not* considered copyfree (http://copyfree.org/rejected/) There is no need for you to get special approval just for your project.
