I would like to see all modules broken out into individual git
repositories. I tried this myself a long time ago, but couldn't find a
way to keep the tags, so I didn't go forward with it.

I know Cosimo decided not to care about those tags (or even the early
history) and move Win32-API to github without those:

    https://github.com/cosimo/perl5-win32-api

So if you have some step-by-step instructions about how you managed
to extract Win32-IPC while keeping all the tags, that would be awesome! :)
