I notice that my (64-bit) build 820 of ActivePerl already reports that
$Win32::VERSION is 0.28.
Also Win32-0.27_02 builds and tests fine on that 64-bit build 820, but it
won't install:

Is that to be expected ? Or is there something going on here that calls for
an ActiveState bugzilla report ?
On the same AMD64 box (running Vista64 Business, btw), the Win32-0.27_02
module builds, tests and *installs* fine with (MinGW-built) 32-bit perl
5.8.8.
