Yes. One good first approximation to a win32 specialties chapter of the Libtool manual would be to grab Brian Dessent's mails on the Libtool lists on this issue, and cat | sort | uniq them (with the locale set to "semantic ordering"), and then pipe the result through add-texi-markup.
