more on shrext

On a closer inspection, it appears that the problem is with kde's 
libtool handling.  since they put libtool.m4 as part of their 
acinclude.m4, I think the quoting is getting removed when it's getting 
run through configure.

I'm having trouble figuring out where the fault lies.  I see that shrext 
is being passed through some "delay_single_quote_subst" thing, so 
shouldn't it, in theory, not get munged?
