Well, thats' kinda Chuck, kinda me. I did most of the original tweaks we
have in libtool/cygwin, Chuck wrote the wrapper scripts, and we both
worked to get as much as we where happy with ported upstream via Gary.

I'm short on cycles at the moment, got a cygwin queue of patches to
review a mile long, and Chuck's on holiday. So...

If the libtool maintainers are happy with that patch as it stands, be
our guests. Commit it :}.

If you need a copyright assignment, I've already done one, but that
specific patch isn't mine :[. I'm not sure whose it is either.
