The current situation is similar: people report weird problems about
configure running ltconfig with unsupported options, and they just get
lost.

Embedding everything from libtool in a single file will fix this
immediate problem, but it may indeed create a certain maintenance
burden for those willing to hack libtool.  But then, those files will
be created in the build tree.  Besides, since they're not libtool
source files (their *.in counter-parts are), we'd rather get patches
for libtool that modify the source files, not the generated ones
(ltconfig and ltmain.sh).
