IIRC this problem affected something like 4 or 5 packages in the whole
Cygwin tree, and can be worked around by providing manifests for
installed programs, and renaming uninstalled ones (and using
$(transform) to rename back upon installation). It is not a pressing
problem by any measure, and not *the* problem where minimizing
invasiveness is paramount. OTOH it is one making head hurt with API
uglicity and awkwardness.

I don't want to sound pejorative or shoot this down, just get those
priorities right among the list of things to do.

Thanks,
Ralf
