Only those shortcut, which are gray in the customize menu, should not be changeable. They are needed for help, for accessibility, or bind by the operating system.
I'm not sure, whether the other shortcuts should be changeable. The user cannot see in the customize dialog, that they have an action assigned in some situation.
I meant in my comment, if the user does not change anything, then the default actions need to be still in place, whatever changes you will make to the code.
