You need to download and install automake and autoconf, just like documented: https://wiki.documentfoundation.org/Development/BuildingOnMac . aclocal is part of automake. Do it as described there, do *not* try to use some pre-built collection of useful open source packages that might do more than you want, and confuse the build.
