The help file describes a methodology for creating a new default
template by using a menu item that doesn't exist. This means a user can
create a template but cannot make it the default.
Specifically the help file says to create a template and save it,. then
ChooseFile - Templates - Organize
<https://help.libreoffice.org/Common/Template_Management>. There is no
such menu item, only save as template. From save as template right click
to set as default does nothing.
