Don't forget gb_AllLangResTarget_LANGS gb_Configuration_LANGS
gb_UI_LANGS ... :-)

IIRC for me 'make scp2.clean && make dev-install' solved the problem
but probably the best is indeed to add en-US to --with-lang option.
