You set ENABLE_HARFBUZZ as TRUE / empty but use in vcl: ifneq ($(ENABLE_HARFBUZZ),NO) <- always true Otherwise the first one looks good and I can't decide about the second one. Maybe someone will just push them and correct this small problem.
