Looks sane to me, and its got a regression test, what's not to love. Pushed to 3-6. The original lcl_IsSkippableWhitespace came from http://cgit.freedesktop.org/libreoffice/core/commit/?id=ea79d03a68d7490e50a6d8b75905d081c4ddd470 which was to fix https://issues.apache.org/ooo/show_bug.cgi?id=13474 and that remains fixed after this change.
