Resolves: tdf#166056 Add Gronings {gos-NL} locale data
Add locale data omitting the language list entry to not interfere with
the release's UI string freeze. The entry with strings obtained from ICU
is displayed as
gos (Netherlands) {gos-NL}
This is a combination of 2 commits.
