Yes, it is installed.
Peeking at configure.in, it seems that the test for Qt4 Libraries is
done here:
...
qt_test_include="Qt/qobject.h"
qt_test_library="libQtCore.so"
kde_test_include="kwindowsystem.h"
kde_test_library="libsolid.so"
...
so looking for libQtCore.so, I found it in
/usr/lib/x86_64-linux-gnu/libQtCore.so
which belongs to package
libqt4-dev
which is installed...
sad... It worked well on Natty... Must be a twaek missing.
