IIRC, this happens when the LibO source tree is located within your cygwin home directory (which appears to be the case for you, as the build log states "Entering /home/Beemen/git/libo/icu" etc.). Move the LibO source tree somewhere else (e.g., somewhere under /cygdrive/C) and try a fresh build ("make clean" first).
