No, upgrade to HSQLDB will need a proper "file format changed" migration path. AFAIK, there was some feature branch of OpenOffice.org that had the beginnings of that, with a pop-up of "would you like to upgrade the database format now and lose backward compatibility with older versions of OpenOffice?".
