Just to recall the expected use case/behaviour (from my point of view): New writer doc Insert -> Image -> From file The image appear in the doc Click on the image -> Image selected -> Image toolbar appears Click on a "crop" icon in the Image toolbar. 8 cropping handles appear I can click on a cropping handle, drag & drop image is cropped accordingly; cropping mode remains active with visible cropping handles.
