See https://gerrit.libreoffice.org/#/c/10817/ If we do not package quickstarter.exe, then the installer will not offer Quickstart feature as an optional component, and the checkbox will not be displayed on the last page of installer wizard. It is the cleanest solution and it can be reverted easily, when the correct functionality is restored.
