It is the 1C application itself which put wrong data on the clipboard - see the first comment: "As far as I know this is connected with 1C which transfer data in Excel 95 format in clipboard dropping encoding information and OOo thinks it's Latin1." I'm not sure you can test it without 1C. Do you have Russian Excel 95 by any chance? That may have the same problem.
