A really old OOo request is issue 972: http://www.openoffice.org/issues/show_bug.cgi?id=972 "Alignment of baselines of formula and text in writer" This was also reported for LibO https://bugs.freedesktop.org/show_bug.cgi?id=32241 The dev versions for OOo 3.4 include a patch (see original OOo issue) that fix this 9 years old problem.
