Yup, I did this around 2.4 or 3.0, I don't remember which version. Heh, I didn't know about this one. Actually, Shift+Del deletes the content, select the cell, and move the content to the clipboard (as I discovered just now). That's probably a huge improvement there alone. But I personally wouldn't mind the whole dialog be gone. I've checked Calc, Excel, Google Docs and Gnumeric, and Calc is the only spreadsheet app that warns about overwriting existing cells.
