The white background appears over underlined text as soon as Draw launches
after selecting Tools>Redact in Writer. This happens before text or block areas
for redaction have been selected.
Thre is no need to "draw a filled rectangle covering the content" as stated in
step 3.
It seems that the Draw module is 'seeing' underlined text as highlighted.
