For anyone else affected, as a workaround:
Open AppData\Roaming\LibreOffice\4\user\registrymodifications.xcu (in your user
dir) with a text editor. Look for an XML tag:
<prop oor:name="FilePickerPlacesUrls"/>
and change the paths in its contents to valid ones.
