FWIW, disabling Klipper temporarily worked but it's no solution, it's a
debugging data point (I felt you proposed it as a potential solution - sorry if
I took that the wrong way).
And actually, I made using the drag&drop workaround my habit now, so I don't
actually see the issue in daily use (and I just had to do consciously go in and
try the normal c&p way again to confirm the bug still happens with LO 7.0.3.1),
even if my habits have become a bit more cumbersome.
