Only "Export bookmarks" ("Export outlines" in 7.1) is needed for what you want.
Tagged PDF provides meta-data about the layout of the file. Often used for
accessibility. Nothing to do with PDF bookmarks. I will try to adjust the
explanation in the help page.
Try making a PDF with bookmarks, without using "Tagged PDF", but with "Export
bookmarks". You may notice a difference in the size of the PDF file with and
without Tagged PDF.
Have changed bug summary to better reflect the request, and changed to
enhancement.
