(1) Sometimes. The VCL plugin can indicate in
Sal::Graphics::isNativeControlSupported, if it supports custom backgrounds for
a native control. Support was extended lately at least to handle colors by bug
136094.
(2) I tried this by applying the control background in the start center. But
then even gen looks broken, because the fixed background means rollover
highlight wouldn't apply, so you basically just get a border. Totally unusable.
