Checking the document, it has
<p:spPr>
</a:ln>
</p:spPr>
so LibreOffice imports the single </a:ln> as a solid line in
https://opengrok.libreoffice.org/xref/core/oox/source/drawingml/lineproperties.cxx?r=ef08f18e#439,
giving it the default blue colour.
