LibreOffice when running in an environment with FIPS enabled, pdf conversion
fails with a message "Application error"

- kernel 3.10.0-1062.12.1
How reproducible:
Steps to Reproduce:
1. Boot system in FIPS mode
2. Try to convert a xls document to pdf using the command -
libreoffice --headless --invisible --convert-to pdf sample.xls
3. Command fails with a message `Application Error`
Additional info:
- Also reproduced on LibreOffice version 6.2.8
