No. The primary Navigator deck instance on the Sidebar.

Seems like the 'Navigate by' setting is now exclusively being picked up from
the Find toolbar, and for Navigator its mode can no longer be set from the
Navigation dialog of Navigator! Affects both instances of the Navigator (<F5>
detached, or the Sidebar deck).
