Same issue with me. Global menu duplicated across top for Writer, Calc,
Impress. Running Ubuntu 18.04.03, Libreoffice 6.3.0.4, build

CPU threads: 4; OS: Linux 4.15; UI render: default; VCL: gtk3;
Locale: en-US (en_US.UTF-8); UI-Language: en-US
