I have the same issue on KDE neon:
Operating System: KDE neon 5.15
KDE Plasma Version: 5.15.3
KDE Frameworks Version: 5.56.0
Qt Version: 5.12.0
Kernel Version: 4.18.0-16-generic
OS Type: 64-bit
Processors: 12 × Intel® Core™ i7-8750H CPU @ 2.20GHz
Memory: 15,2 GiB
However, this issue is not limited to fractional scaling, I also see it with
non-fractional scaling (2x) and the fonts look *very* blurry. Using
SAL_USE_VCLPLUGIN=gtk3 makes the fonts look good again.
