I don't think this is a regression.
Before 6.0 the frames couldn't be rotated. It was implemented by Armin with the
RotateFlyFrame. The current behaviour can be reproduced since
https://cgit.freedesktop.org/libreoffice/core/commit/?id=059469926e359153b9b291790ef2df84fa63fda9.
Before this commit, the behaviour is inconsistent as Armin was working on this
feature.
