The IT-support team for our school has finally found the reason for this
strange behavior.
We have a software installed that allows the teacher to show the screen of the
pupils. This software uses the Microsoft Mirror Display Driver. When the this
driver is used, Direct Draw is turned off. This behavior is intentional from
Microsoft.
The problem only exists in Windows 7. In Windows 10 the problem does not occur.
