Description:
In option > language there is two options. The interface and the local
parameter.
In the local parameter french canada. The decimal separator is supposed to be a
decimal point "." but it's a comma ","

Please correct this because it's a major bug!!!

Steps to Reproduce:
1.in option >language parameter > language > user interface Select french
france and local parameter select french canada 
2.Type any number in calc with a decimal 22.50 is not recognized as number but
as text.
3.

Actual Results:

Expected Results:
The 22.50 is supposed to be recognized as number not as text! The local
parameter decimal in french canada  is the point "." not the comma ","

If  The local parameter french Suiss is selected. The decimal is a point.
