The way I can see it, the setting gets saved with the document, and the last
used setting is saved when you close/reopen Writer. So, just change when the
document is open, save it, and it'll open with that setting the next time.
A bit quicker way to set view layout is via the icons next to the zoom slider
in the bottom right corner.
