I can confirm this behavior with Version: 5.3.0.0.alpha0+

In addition, if the cursor is in front of the outline number, insert page break
does not work at all.
I see this behavior already in Version: 4.2.5.2

I set it to NEW. But I do not know, whether this behavior is an intended change
from Apache OpenOffice to LibreOffice.
