The number of lines to scroll on page up/down is defined by the operating
system. And it also depends on many factors how much lines to scroll for the
next page, so WONTFIX in this regards.

What you can do is to configure your shortcuts (tools > customize) and assign
page up/down to different functions. For instance 'to begin of next/previous
page' at the Navigate category.
