The UI name EFFECTIVE is the same function as EFFECT defined in ODFF or
OOXML, it just has a different name, which IMHO is and was always
wrong/unnecessary.
In fact there's a bug in OOXML import/export where we also write and
expect EFFECTIVE instead of EFFECT. I'll fix that independently for
current releases.
