What you are doing is loading a palette from a file.soc the "Table:" will change to the filename of the thing you loaded. But the "Standard" standard.soc palette is what gets shown here on each load. After "load" of e.g. a file.soc you can edit colors and the file.soc will be modified. To then use this file.soc you have to either use save and name it "something" in the suggested save location in which case its an additional option in the color selectors in the next new window created from the palette dropdown, or save it as "standard.soc" and it becomes the new standard palette for new windows.
