I did this and reproduced consistently, on 32-bit LO 5.0.2.2 with British
English GUI:

1) For A1-3 put §=ROW()§
2) Right-click on row 2's number on the left and choose §Insert Rows Above§
3) The new A2 is blank while others, the new A3-4 and the old A1, contain their
respective numbers
