Block-justified paragraphs (alignment: justify) are not rendered correctly when
exporting to PDF, they are shown as left-justified instead. Curiously though,
hyphens are shown correctly at the right block border.

Steps to reproduce:
1 - create new Writer document
2 - enter example text
3 - change text alignment to "justify"
- text appears correctly block-justified in the UI
- text appears correctly block-justified in print preview
4) export to PDF
5) open PDF -> text is not formatted correctly

Severity: 
It may appear to be minor at first glance, but it makes _all_ documents using
block alignment come out wrong. It's been happening since version 4.2 at least,
as far as I can tell. This is a big deal for people relying on LibreOffice to
create PDFs.
