It is not related to these features. NeoOffice (based on OpenOffice) have both:
Versions and Save As. So what's the point?

The different behavior depending on the platform exists today (not just in LO,
it is more common) - for example: how to display application's Options window
on OS X, Windows and GNU/Linux? For most of applications it will be:

OS X: Application Name > Preferences,
Windows: Tools > Options,
GNU/Linux: Edit > Preferences

It is nice when application works in the same way on each platform but in the
same time application behavior should match to the platform.
